Commissioner of Foreign Affairs is prepared to recommend that the Chinese Government cooperate with the Hong Kong Government entry restrictions and disregard legal question of entry of Chinese into new Territories provided that restriction applies to all

Chinese and is not [sic] without discrimination. He has also asked for a delay of one or two weeks in order that he may prepare for issue of passports and that hardship of many Hong Kong residents stranded here may be alleviated. As I am in no position to handle large numbers at present I support this request and suggest that the Hong Kong Government send me an immigration officer to take charge of this visa order.

5. As direct approach to the Hong Kong Govern- ment has proved unavailing I should be grateful if this question could be taken up urgently with the Colonial Office since much harm is being done to public opinion by the present confused situation.
